Here you find the most important regulations you need to know about when you are entering or leaving Norway with goods or currencies.

When travelling to Norway

If you are entering Norway with goods or currencies in excess of the permitted limit, you have to notify the customs authorities accordingly of your own accord. It is a punishable offence to give incorrect information to the customs authorities.

 

Red or Green lane?

At most points of entry, you will find RED and GREEN lanes. When passing through the red lane, you are indicating that you are carrying goods subject to customs and excise duty and/or which require a special import permission. Choosing the green lane indicates that you are only carrying items free ofcustoms and excise duty and that you are not carrying items requiring any special import permission.

When in doubt choose red and ask the customs officers for advice.

 

You may pass through green if you are only carrying goods not subject to customs and excise duties within the permitted quota and value limit as well as:

*  items for yourself or as private presents not intended for sale or commercial purposes, 

 * if you yourself are carrying these items either on your person or in your luggage so that they can be produced for customs inspection. Goods that have been sent for example as checked-in luggage may only be brought in free of customs and excise duties of you have taken possession of them again prior to passing through customs.

 

If your luggage has been misplaced and will therefore arrive at a later time, you have to pass through red, stating what you have in your carry-on luggage and what is in the luggage you have checked in.

 

 

The customs authorities have the right to inspect persons, luggage and means of transport. If items of luggage are to be inspected you yourself have to unpack and re-pack the respective item and you have to answer any questions asked by the customs authorities.

 

Rules for Exemption from Customs and Excise Duties

If you have been outside Norway for at least 24 hours, you may bring with you goods representing a total value of NOK 6000 free of customs and excise duties.

If you have been outside Norway for less than 24 hours you may once within these 24 hours bring with yougoods representing a total values of 3000 free of customs and excise duties.This does not include alcohol or tobacco products unless you can prove that these have been purchased with at a price including tax (not duty free) in an EEA country.

Children below the age of 12 are not allowed to bring with them any customs- and excise-free foodstuffs with the exception of soft drinks, chocolates and sweets.

Within the limit of NOK 6000/3000, you are allowed to bring with you the following articles free of customs and excise duty:
(NB! See limit in case of absence for less than 24 hours as described above)

 

 

Alcoholic beverages
 
a) 1 litre of beverages with more than 22 up to and including 60 % alcohol per volume as well as 1,5 litre with more than 2.5 up to and including 22 % alcohol per volume or 3 litres with more than 2.5 up to and including 22 % alcohol per volume.

b) 2 litres of beer with more than 2.5 or other beverages with more than 2.5 up to and including 4.75 % alcohol per volume.

This means that you may for example bring with you 5 litres of beer provided you do not have with you any other alcoholic beverages.

Only persons over the age of 18 are allowed to import alcoholic beverages. For importing alcoholic beverages with more than 22 % alcohol per volume the minimum age is 20.
Tobacco

a) 200 cigarettes or 250 g of other tobacco products and

b) 200 leaves of cigarette paper

The minimum age for importing tobacco products is 18 years.
Meat, meat products and cheese

A total of 10 kg of meat and meat products, cheese and foodstuffs except dog and cat food

 

Fuel

A maximum of 600 litres in the regular fuel tanks of the vehicle. In addition, you may bring with you up to 10 litres per vehicle in an approved spare can.

 

Other items for personal requirements

In addition to the above, you may bring with you personal items and travel articles which you took with you when leaving Norway, ref. item on documentation at departure from Norway.


Value limitation

If you exceed the limit of NOK 6000/3000 you may yourself decide which articles you wish to pay custom and excise duties for. If the value of one single item is in excess of this limit, duty has to be paid on the entire price of this item. Goods that form a unit may not be split up into individual parts, neither may they be imported distributed over several trips or carried by several different persons, even if the value of one of these individual parts may be less than NOK 6000/3000. If you are unable to produce proof of value, a receipt for example, the customs authorities will determine the value at their discretion.

Repairs done abroad including vehicle repairs are subject to the NOK 6000/3000 limit. If the repair has been more expensive than NOK 6000/3000, duties have to be paid on the entire repair price

 

Simplified declaration
In addition to your customs and excise free quota you are allowed to declare goods in quantities and at rates as per the table below.

The age limit for this is the same as for the free quota. If you wish to import larger quantities than those provided for in the table, please contact the Directorate for Health and Social Welfare.

Motor vehicles

Motor vehicles subject to the regulations for single taxation of motor vehicles upon importation cannot be brought into the country customs and excise free. Border therefore has to be crossed in the red lane.

Goods the import of which is prohibited without special permission

·         drugs, medicines and poisons (minor quantities of medicine for personal use are permitted)

·         alcohol over 60 % per vol.

·         weapons and ammunition

·         fireworks

·         potatoes

·         mammals, birds and exotic animals

·         plants/parts thereof for cultivation


 

Requirements concerning health and plant protection

Import of agricultural products is subject to special import restrictions to avoid among others the spreading of diseases of plants and domestic animals. For more information, please contact the Norwegian Animal Health Authority or the Norwegian Agriculture Inspection Service. The list below shows what is exempted from this. It is not complete and permission to import listed products can be revoked at any time if the necessity arises (in case of an outbreak of diseases of plants or domestic animals for example).

In your luggage or for your own consumption you may bring with you meat/meat products, milk/dairy products, eggs and other animal foodstuffs from EEA countries. Possibilities to import such products from countries outside the EEA (including Svalbard and Jan Mayen) have to be investigated in advance in each individual case.

The following fruits, berries, plants and parts thereof may be imported for private use without a health certificate issued by the plant inspection service of the respective country of origin:

·         Up to 25 cut flowers

·         up to 10 kg fruits, berries and vegetables but not potatoes

·         up to 3 kg flower bulbs and tubers

·         up to 5 potted plants (house plants) from European countries

·         up to 50 packets of seeds


 

Import of animals

The import of animals is governed by special regulations. For more information, please contact the Norwegian Animal Health Authority or the district veterinary service. No import permission is required for the import or re-import of dogs and cats within the EEA. However, a valid veterinary certificate, identity mark and rabies vaccination certificate have to be produced for dogs and cats from all countries except Sweden. Small rodents, caged birds and rabbits require a valid import permission issued by the Norwegian Animal Health Authority. This is not required for small rodents owned by persons travelling between Norway and Sweden.

Currency

On entering Norway, you are allowed to bring with you means of payment for a total amount of NOK 25,000. If you have more than this amount with you, you must you must give notification using a form that can be obtained from Norwegian Customs. By means of payment is meant, for example, Norwegian and foreign bank notes and coins, cheques/ traveller’s cheques and other documents of value.

 

Endangered animal and plant species

In compliance with the Washington Convention (CITES) as well as national legislation it is not allowed to bring endangered animal or plant species or products made of them into Norway. Examples of endangered species are elephant, leopard, tiger, wolf, wolverine, some crocodile and snake species, some birds of prey, eggs of some bird species as well as some orchids and cactuses. Motor vehicles registered abroad

For more information on the use of motor vehicles registered abroad please contact the Norwegian Customs and Excise Authority (www.toll.no). If you are a resident of Norway it is important to know that the use of a rented car for travelling home has to be approved by the customs authorities at the border crossing point. Beside that you are not allowed to drive a motor vehicle registered abroad in Norway regardless of who owns that vehicle. Violation will be punished severely.


 

When you are leaving Norway

Documentation of objects you are taking with you

Objects which you have taken out of Norway may be re-imported free of customs and excise duties. Upon entering the country you may be asked for documentation showing that the objects you are bringing with you are the same ones you have taken out of the country with you previously. The customs authorities will upon request issue a documentation form on which you may list the objects in question. These may be radios, still or video cameras, binoculars, PCs and such like. The above documentation may be used again at a later point if you again wish to take one or several of the objects abroad with you.

 
Currency

When travelling from Norway, you are allowed to take means of payment with you for a total amount of NOK 25,000. If you have more than this amount with you, you must give notification using a form that can be obtained from Norwegian Customs. You must hand in the form to the customs service on departure. By means of payment is meant, for example, Norwegian and foreign bank notes and coins, cheques/ traveller’s cheques and other documents of value.

Endangered animal and plant species

It is against the law to take endangered animal and plant species as well as products thereof out of Norway. Examples of endangered species which in Norway are covered by these regulations are wolf, arctic fox, wolverine as well as some birds of prey. Export of the eggs of endangered bird species is prohibited as well. For more information kindly contact the Directorate for Nature Management or the customs authorities.

 

Antiques/cultural heritage

Antiques and ancient objects of artistic, cultural or historical value may not be taken out of the country without special permission. For more information kindly contact the Ministry of the Environment.
