API for submitting documentation for declaration in advance

Norwegian Customs now allows the submission of all necessary supporting documentation for declarations in advance, so that it is available to Norwegian Customs before the goods arrive at the border. This can help reduce the need for Norwegian Customs to contact the declarant for document checks, as the necessary documentation is already available. 

Norwegian Customs wants as many businesses as possible use the API for submitting supporting documentation when declaring in Digitollthat declare in Digitoll (to dispatch units 441002 and 441003). 

Documents such as invoices, permits, freight bills, certificates of origin, or waybills can be sent unsolicited and in advance. It is also possible to use the API to submitdocuments retroactively if and when Norwegian Customs request documents that have not been sent in advance. 

This solution has been developed based on feedback from consultation rounds with the business community but is currently a pilot. The purpose of the pilotis to verify the performance of the solution. It is expected that this solution will provide benefits for the business community, as pre-submitted documents will be available to Norwegian Customs before the goods arrive at the border. This reduces the risk of delays in the processing of declarations. Norwegian Customs will also benefit from having the documents collected in one place and making them available to customs officers in the internal workspace for declaration processing.
