How to Report VOEC Digitally
It is mandatory to submit VOEC information digitally to the Norwegian Customs (Tolletaten). Until further notice, there is an exception for VOEC shipments transported by rail and ship. Shipments that are not correctly labeled or do not meet the VOEC requirements must be declared under the procedure “release for free circulation".

How to Provide the VOEC Number Digitally
From January 1, 2024, it is mandatory to submit the seller’s identification number (VOEC number) digitally to Norwegian Customs. This can be done in two ways: either through Digitoll solution or the “Treff” solution.
Digital Notification and Disclosure of Information - Digitoll
VOEC shipments can be reported digitally trough the digital notification and disclosure of information system for transport modes such as air, road, and ferry. Data submission is based on a machine-to-machine integration (API). More details on the Norwegian Customs’ data and API documentation can be found online.
To report a VOEC shipment in the system, the unique VOEC number accompanying the shipment must be provided. Additionally, for each item line, the following details must be included:
- Commodity code (6 digits)
- Value in Norwegian kroner (NOK), excluding shipping, insurance, and VAT
- Shipment number
The goal is to submit the information digitally well in advance of arrival, allowing Norwegian Customs to process and assess risks before shipments reach the border. This results in a more automated and efficient border crossing for both parties when everything is in order.
Currently, Svinesund and Ørje have automated border crossing solutions for road transport. At other border crossings and ferry ports, the driver must still stop and physically report VOEC shipments at customs. However, processing time will be reduced since the information is already processed digitally. The automated border crossing solution is being developed for more border points including self-service solutions.
By using the Digitoll solution, an automatic closure will also be generated in NCTS (New Computerized Transit System).
The "Treff" Solution - For Existing Users
Several users are already connected to the “Treff” solution (for postal, courier, and express shipments) for reporting VOEC shipments. This solution will eventually be phased out but can still be used for now.
The “Treff” solution is not linked to electronic border crossing systems, so drivers must report to Norwegian Customs at the border. The driver must bring a reference (e.g., shipment number) proving that the VOEC shipments have been digitally reported to Norwegian Customs.
Backup solution - Declaration in TVINN
If VOEC shipment information has not been submitted electronically, the shipments must be declared in TVINN. To avoid a new VAT calculation, the declaration must be marked with the code “VEC” and meet the following requirements:
- "VEC" + VOEC number must be entered in box 44.
- If there are multiple item lines, "VEC" must be declared for each line.
- "VEC" is only permitted when the recipient is a private individual per declaration.
- A declaration with “VEC” can only include VOEC goods.
Completion of a Transit (NCTS) Containing VOEC Shipments
When a VOEC shipment is reported in the digital notification and disclosure of information system, an automatic closure in NCTS is generated.
If VOEC is reported in another way, the transit must be closed using the standard procedure. A transit cannot be partially closed, so it is important that only VOEC goods are included on the same transit document. This means VOEC goods cannot be mixed with non-VOEC goods on the same transit document.
A transit document containing only VOEC goods can be closed at the border using VOEC + VOEC number when the goods have been electronically reported correctly.
