Norwegian Customs has received inquiries from the business community interested in using Digitoll without operating a master consignment, such as in cases with "direct airway bills." Currently, this solution is not offered across transport modes.
To address this need, Norwegian Customs aims to allow businesses to submit both transport and consignment notifications directly, without a master consignment. This means transports can include consignments linked directly to transport, as well as those connected via a master consignment.
For single consignments from one sender to one recipient in Norway, these can be submitted as direct consignments without a master consignment, simplifying the process when multiple consignments do not need to be consolidated.
Recommendation for Multiple Consignments
If there are multiple consignments from the same sender to the same recipient, it is recommended to link these through a master consignment for better structure and oversight.
It will be possible to have both direct consignments and master consignments associated with the same transport. Each consignment can either be linked to a master consignment or marked as a direct consignment, but not both simultaneously. This flexibility provides businesses with various options based on their needs.
API Adjustment from October 2024
Starting October 1, 2024, the API will be adapted to support this new functionality. While implementation will not be mandatory, it is expected that system providers with clients needing this solution will develop support for it over time.
