Used machinery and tools shall be cleaned before they are imported.
Used machinery and tools that are imported for agricultural, forestry or horticultural purposes, shall be cleaned thoroughly and in some cases disinfected. They shall be free of soil, plant matter and plant pests.
When they are declared for a customs procedure, a phytosanitary certificate shall be provided, certified by the plant inspectorate or other public agricultural authority in the export country.
The same requirement applies to used packaging that is to be used for plants and parts of plants.
If you do not have the required documentation, you cannot import the goods. You can apply to the Norwegian Food Safety Authority for dispensation, i.e., that the goods can be cleaned after the border crossing.
Additional information is available at the Norwegian Food Safety Authority (information in Norwegian).
