Importation of explosives and fireworks
Before you can import explosives, fireworks, etc., you must register and receive approval from the Directorate for Civil Protection and Emergency Planning.
The legal acquisition of explosives entails that you shall handle the goods so that no accidents occur and that the explosives do not go astray or come into the wrong hands. The Directorate for Civil Protection and Emergency Planning (DSB) is responsible for administration of the regulations.
Buying fireworks aboard
You must have a permit if you are bringing fireworks to Norway.
It is the Directorate for Civil Protection and Emergency Planning (DSB) that decides whether you may import fireworks that you have purchased abroad. Therefore, you must apply to DSB for permission to import fireworks to Norway. To get the permit you also need a certificate from Norsk brannvernforening.

You have to contact Norwegian Customs in the red channel if you are bringing fireworks across the border. There you have to present a valid permit from DSB.
Norwegian Customs will confiscate fireworks discovered in a spot check in the green channel – regardless of whether you have a valid permit from DSB and whether the value of the fireworks is within the duty-free limit.
